According
to the codex, "War follow-up: If a player gives a reason for war
to a country and then changes countries, the war can be moved
(thus removed from the old one) [...]"
As Waren1234 payed for a neutral, that means the war is de facto
canceled, so you can't make a follow war on Skeppy. You had to do
it before the neutral.
Your declaration of war is rejected.
